In countries, LIFE-AR aims to strengthen governance structures and mechanisms in the long term, to allow LDCs to receive climate finance directly and to channel climate funds to the local level, where it is most needed. An important part of achieving these goals rely on set up and test of the delivery mechanisms countries choose.
In Malawi, the national team selected the District Development Planning System as their preferred delivery mechanisms. The delivery mechanism provides a pathway for strengthening decentralised systems so that climate responses are coordinated, inclusive and scalable. Instead of creating something new, Malawi is improving its existing structure to:
- Enable participatory planning so communities can identify climate priorities that suit their needs
- Integrate climate risk assessments and climate information services within district planning cycles.
- Enhance monitoring, evaluation and learning (MEL) systems to generate evidence for learning and scale.
- Improve fiduciary systems to manage climate finance effectively and transparently.
- Enhance inclusive governance that enables meaningful participation of women, youth, and marginalised groups.
